Background
On its path toward European Union membership, Montenegro makes important steps. The negotiations on Accession to EU were opened on 29th of June 2012, and so far Montenegro has completed screening process and successfully opened and temporary closed two negotiation Chapters: 25 – Science and Research and 26 – Education and Culture. In terms of EU financial assistance, 235.7 million euros were allocated to Montenegro within the framework of Instrument for Pre-accession Assistance (IPA) under the multi-annual financial perspective of EU for the period 2007-2013. The implementation of IPA programmes is currently managed by the EU Delegation in Podgorica. Montenegro is preparing the national authorities for the decentralised implementation of IPA programmes and it has already submitted application packages for the conferral of management for IPA Components I-IV. The new EU multi-annual financial framework for 2014-2020 will be defined by the end of the year and thus the new Instrument for Pre-accession Assistance - IPA II will be deployed.
Responsibilities
- Provide on-job training and coaching to staff of General Directorate for coordination of the EU assistance programme on programming of
IPA II with the focus on sector wide approach and the role of NIPAC Office in the programming process
- Review the second draft of the CSP and provide recommendations - quality inputs for its finalization
- Develop Programming Instructions on IPA II programming (it should define coordination mechanisms, clear procedures and definition of
roles of NIPAC Office, SPOs and other relevant actors), which should be based on existing Manuals of Procedures for Decentralized
management for IPA I component
- Provide training on sector wide approach, correlation between CSP, policy areas, sectors and measures to General Directorate for
coordination of the EU assistance programmes, Senior Programming Officers (SPOs) from line ministries and their Project
Implementation Units (PIUs)
- Provide coaching on self-assessment to NIPAC Office and sector working groups, assisting them in the preparation and finalization of
self-assessments
- Provide assistance and ensure consistency(using similar approach and criteria) in conducting needs assessments and readiness of the
sector to apply sector wide approach
- Provide assistance and support to quality insurance so to ensure consistency in the preparation of Sector Support Programmes and
specific measures/projects/actions for each of defined sectors
- Facilitate coordination of short-term and long-term experts involving in programming of specific sectors; Provide advisory support and
guidance to General Director for coordination of the EU assistance programmes and NIPAC Office during the whole process of
programming
- Provide on-job trainings and coaching to General Directorate for coordination of the EU assistance programmes for monitoring of IPA
projects and reporting
- Develop Guide on monitoring of IPA with clear definition of roles and responsibilities of NIPAC Office and SPOs, including relevant
templates
Requirements
- University degree in social sciences, Management, Strategic Planning and Institutional Development or any relevant field
- At least 10 years of proffesional experience
- Proven experience in programming and implementation of EU structural funds and pre-accession funds will be an advantage
- Proven experience in developing strategic and project documents for EU funded projects in pre-accession countries
- Experience in applying sector wide approach in programming of EU funds
- Expertise on Decentralized Management (DM) environment and development of DM in candidate countries for EU membership will be an
advantage
- Proven experience in providing training and coaching to government officials and public servants
- Relevant experience from working within an IPA contracting authority or in an EU Delegation in one of the new EU member states will be
an advantage
- Excellent communication skills, facility in working with teams and capacity to compose clear and readable narrative reports
- Superior writing skills, clear and persuasive and experienced enough to prepare a comprehensive guidelines
- Working knowledge of PC-based word processing and e-mail technology
