The Associate Technical Advisor, Monitoring, Learning and Evaluation (MLE) under the supervision and guidance of the VP of Strategic Information for Impact provides technical assistance to program staff at the International Office (IO) and in the field regarding MLE. Priority areas include provision of technical support on management information systems, reporting processes and documentation. This includes contributing to systems design, redesign and/or improvement; complex data management and integration processes; strengthening field staff reporting skills; program design and proposal preparation and support on the preparation of abstracts for conference presentation, manuscripts and other documentation materials. Requirements
- MPH or equivalent advanced degree
- At least 2 to 4 years of professional experience in MLE related to international development programs and sound experience in planning, programming and evaluation
- Excellent computer skills including Microsoft Office Suite, including knowledge of common statistical software packages, health information technologies, management information platforms, mobile technology, software applications, relational database systems and web technologies
- Experience designing and rolling out databases
- Experience in integrated community development and civil society capacity building
- Experience and capacity in institutionalizing MLE systems and standards throughout an organization
- Proven capacity to effectively manage processes and programs, as well as manage and mentor staff with various levels of skills and experience; strong negotiation and facilitation skills
- Experience communicating effectively and working with public agency, NGOs, health care provider and community representatives
- Proven team leadership skills and ability to work effectively in a team environment with both technical and non-technical staff
- Strong writing skills to prepare reports and to contribute to publications and promotional materials
- Excellent inter-personal and inter-cultural skills
- Fluency in English and proficiency in Spanish preferred
- Interested and able to travel 25% of the time to exciting and remote field sites
Responsibilities
- Contribute to the redesign, implementation and maintenance of PCI’s Global Impact Management System.
- Responsible for system administration, ongoing technical assistance to countries, serving as primary point of contact for day-to-day systems issues and supporting data analysis (with the collaboration of other key staff) and the data dissemination plan to ensure that the data from GIMS are shared and used for decision-making.
- Support report and dashboard design to ensure accurate and concise documentation of accomplishments, improved program design, and compliance with donor and organizational requirements.
- Support design and oversee implementation of GIMS retraining strategy.
- Support design and oversee implementation of data quality plan for ensuring GIMS data quality and integration with mobile technology and other organizational systems, as appropriate.
