Description
The overall objective of the project is to continue supporting the efforts to develop the Kosovo Judiciary in line with EU standards by increasing its independence and improving its performance. The purpose is to develop and strengthen the independence, performance, professionalism and efficiency of the Kosovo Judicial Council (KJC) and the Kosovo Prosecutorial Council (KPC) to the level expected in view of increasing standards up to an European level. Further on to provide strategic support to the said Councils to develop their organisational capacities and professional capabilities to execute their mandates according to the new relevant legislation.
Requirements
- Master degree in Law and a specialisation degree in business administration, European law, Public management or similar
- At least 10 years of general experience in the said fields preferably with regard to experience in legal reform in the new European Countries and/or Kosovo or neighbouring Countries as a magistrate, high ranked police officer, professor or high ranked administrator-public manager
- 5 years of specific experience in related areas i.e. Judicial and/or Governmental institution
- Experience in legal writing
- Knowledge about the Judicial Institutions and the legal system in Kosovo (KJC/KPC)is an asset
- Knowledge about the Criminal record systems in Europe, the tools (legislative, material and human resources) to make this system functional in line with European best practice, is an important asset
- Team spirit, flexibility and enterprise
- Proven ability to establish priorities and meet deadlines
- Excellent English speaking and drafting skills; knowledge of Albanian or Serbian and/or experience in the region as an expert in Judicial Reform/Support projects would be an asset.
Responsibilities
- Assessment of the existing legal and regulatory framework and the proposals already made by national and international stakeholders
- Comparative study of existing Criminal Record System within Europe and eventual adjacent countries of Kosovo
- Design of the National Criminal Record system for Kosovo and propose the legal and regulatory basis; Draft the recommendations how to proceed in theory and practice to establish this National Criminal Record system for Kosovo which includes: (a) Drafting legal and regulatory provisions; (b) organisational (organigram) and guidelines regarding administration and management.
