Requirements
- Advanced university degree in law, political science or international relations
- Knowledge of good governance principles, particularly familiarity with the European Charter of Local Self Government
- Knowledge of international human rights standards and community rights
- Management experience and team-building ability
- International field work experience in monitoring, reporting and policy-making
- Strong analytical and problem solving skills
- Demonstrated ability and willingness to work as a member of a team, with persons of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
- Cultural sensitivity and judgment
- Flexibility and ability to work under pressure and within limited times frames
- Professional fluency in the English language and capability of drafting documents under pressure and within short deadlines
- Ability to operate Windows applications, including Word processing and e-mail.
Responsabilities
- Liaises with the Head of Regional Office/Senior Human Rights Officer on all monitoring activities in the area of responsibility. Performs specific monitoring tasks in relation to local Good Governance, Human Rights and other issues as assigned;
- In close co-operation with the Head of Regional Office/Senior Human Rights Officer, supervises eight (8) staff in the Regional Office as assigned;
- Executes and supervises the implementation of monitoring instructions received from the Department in close co-operation with the Head of Regional Office/Senior Human Rights Officer;
- Compiles regular reports on activities of all staff of the Department located in the RO, and submits those reports to the Head of Regional Office/Senior Human Rights Officer and to the relevant staff of the Department; drafts spot reports on request of the Head of Regional Office/Senior Human Rights Officer or Department;
- Ensures close co-ordination and co-operation with Field Co-ordination in Department to ensure fair utilisation of capacities in the field; responds to requests of the Department and ensures realization of tasking requested by programmatic Sections;
- Facilitates the work of other professional and support staff of the Department in the RO;
- Assists and co-ordinates the implementation of projects in the field;
- Performs other duties as assigned.
