Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at OSCE/ODIHR must be borne by their authorities. Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.


Requirements

   - University degree in law or other disciplines related to human rights such as international relations, political science or social sciences (advanced university degree would be an asset);
   - At least six years of progressively responsible experience at national and international levels in the human rights field; experience in law would be an advantage;
   - Understanding of issues relating to freedom of religion or belief;
   - Familiarity with regional and international initiatives to promote freedom or religion or belief and experience in the development and implementation of projects in the area of freedom of religion or belief;
   - Excellent knowledge of UN, Council of Europe, EU and OSCE human rights standards;
   - Ability to work under pressure and meet deadlines;
   - Initiative and sound judgment, strong analytical and organizational skills and demonstrated ability to work in a multicultural team;
   - Excellent knowledge of English with good drafting and reporting skills is essential; knowledge of another OSCE language, particularly Russian, is desirable;
   - Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
   - Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds whilst remaining impartial and objective.


Responsibilities

   - Providing expert advice and analysis on issues related to freedom of religion or belief in the OSCE area, in particular on the implementation of commitments pertaining to freedom of religion or belief;
   - Co-ordinating the preparation of legislative reviews pertaining to freedom of religion or belief;
   - Designing and implementing activities with the aim of supporting participating States in their efforts to implement OSCE commitments in the area of freedom of religion or belief;
   - Steering and co-ordinating the work of the ODIHR's Advisory Panel of Experts on Freedom of Religion or Belief;
   - Providing substantive support for the organization of meetings and conferences on freedom of religion or belief;
   - Establishing and maintaining contact with representatives of communities of religion or belief and relevant civil society actors in OSCE participating States, international organizations, OSCE field operations and relevant institutions with a view to co-operating whenever relevant;
   - Representing ODIHR at events, meetings, trainings and conferences related to freedom of religion and belief;
   - Performing other duties as required.
