Background

European Management Solutions is in the process of identifying 2 experts for the EC tender ”STUDY ON THE CONCRETE RESULTS OBTAINED THROUGH PROJECTS ON MIGRATION AND DEVELOPMENT FINANCED UNDER AENEAS AND THE THEMATIC PROGRAMME FOR MIGRATION AND ASYLUM (EMS 6783)”.The overall objective of this study is to assess the extent to which the projects on Migration and Development (M&D) funded by TPMA and former AENEAS programme have reached the set policy objectives and how their performance can be improved. The results of this overall independent assessment should serve as guidance for the European Commission involved services and will provide them with practical recommendations for follow-up actions.Two experts are needed for this assignment: the Team leader (category I) and one expert category II.


Requirements

   - Each expert should have an University Degree or equivalent Higher Education;
   -  Each expert should have knowledge on migration in general and considerable expertise on migration and development topic;
   - The team as a whole should have knowledge as regards migration and asylum, including political and legislative context in most of the regions covered by the two Programmes: Southern Mediterranean and Middle East, Eastern Europe, Southern Caucasus, Central Asia, Asia, ACP-Countries, Latin America;
   - In addition, the team leader will have considerable expertise in the area of external relations and development cooperation;
   - Each expert should have experience with the projects and programmes assessment, including experience in assessing Migration and Asylum projects;
   - Each expert must have knowledge of the European Commission funding rules and procedures for external cooperation programs;
   - All the experts should have excellent English drafting skills. Besides, the experts must have a good working level knowledge of French.
