EMS - TEAM LEADER/PROCUREMENT EXPERT (EMS 6754) FOR ALBANIA

Background

European Management Solutions is in the process of identifying 1 expert for the EC tender ” STRENGTHENING THE CAPACITY OF THE CENTRAL FINANCING AND CONTRACTING UNIT (CFCU) FOR EFFICIENT IMPLEMENTATION OF EU FUNDS (EMS 6754)”.The overall objective of the project is to assist Albanian Administration to manage EU financial assistance and resources in a decentralised manner and in compliance with the EU Regulations on Financial Assistance.


Requirements

   - At least Master (3+2) university degree or equivalent;
   - Fluency in English (min 2 points in the scale from 1 to 5 where 1 is excellent and 5 is basic).
   - At least 5 years of experience as a team leader;
   - At least 5 years of experience in supporting public administration to implement public procurement of EU funds.  
   - At least 15 years of working experience in/with public administration institutions in a Member State's and/or potential / candidate country in supporting the capacity building in procurement and contracting related matters of an implementation unit of EU funds (CARDS, IPA).
