Background
Bosnia and Herzegovina became a member of the United Nations Framework Convention on Climate Change (UNFCCC) on December 6, 2000. Under its status as a non-Annex I party to the UNFCCC, Bosnia and Herzegovina is obligated to undertake the following reporting activities such as: to calculate annual Green House Gas (GHG) emissions using a defined methodology and reporting to the Conference of Parties (CoP) of the Convention; introduce and implement measures to mitigate the consequences of climate change by regulating anthropogenic emissions and adaptation measures to climate change; cooperate in the development and transfer of technology, methods and processes that lead to limits, reductions and stabilization of GHG emissions; include an assessment of climate change impacts and appropriate strategies and economic development policies that aim to minimize negative consequences of climatic changes for the economy, the environment, and the health of the population; conduct systematic observation and research, data exchange and information sharing on climate and climate change with the aim of improving scientific findings on the causes and consequences of climate change.
Responsibilities
- Prepares a detailed work-plan for GHG inventory exercise on the basis of the overall project work plan
- Establishes the team of experts for performing the GHG inventory
- Develops the scope of work and respective terms of reference for the team members
- Leads and oversees the team to conduct the GHG national inventory
- Identify training needs in GHG inventory and assist PM in organization of relevant training and workshops
- Oversees the training sessions on GHG inventory
- Review and update QA/QC plan
- Leads the data collection process, including surveys
- Review existing sources of emissions in FBiH and establish a measurement system for all new sources
- Collect activity data for FBiH necessary for GHG inventory in identified areas
- Review existing emission factors
- Combine data collected in FBiH and RS into a single BiH GHG inventory
- Publish inventory for BiH using NAI software
- Drafts a GHG Inventory chapter with supporting technical documentation, circulate it for review and incorporates comments
- Finalize the respective chapter of the FBUR along with the respective part of executive summary
- Archives new data and estimates of new inventory
- Ensure the timely and effective management of the activities as scheduled
Requirements
- Degree in natural/engineering sciences
- Minimum 10 years of experience in GHG inventory development
- Knowledge of the environmental issues in BiH
- Good understanding of climate change and sustainable development issues
- Knowledge and understanding of the UNFCCC and its relevance in BIH context
- Knowledge of IPCC
- Previous experience in national communications is an asset
