Background

Bosnia and Herzegovina became a member of the United Nations Framework Convention on Climate Change (UNFCCC) on December 6, 2000. Under its status as a non-Annex I party to the UNFCCC, Bosnia and Herzegovina is obligated to undertake the following reporting activities such as: to calculate annual Green House Gas (GHG) emissions using a defined methodology and reporting to the Conference of Parties (CoP) of the Convention; introduce and implement measures to mitigate the consequences of climate change by regulating anthropogenic emissions and adaptation measures to climate change; cooperate in the development and transfer of technology, methods and processes that lead to limits, reductions and stabilization of GHG emissions; include an assessment of climate change impacts and appropriate strategies and economic development policies that aim to minimize negative consequences of climatic changes for the economy, the environment, and the health of the population; conduct systematic observation and research, data exchange and information sharing on climate and climate change with the aim of improving scientific findings on the causes and consequences of climate change.
This Project will not only support the country of Bosnia and Herzegovina in meeting its above specified obligations as a UNFCCC signatory but will also serve as a significant strategic document for sustainable development. The cross-cutting nature of the First Biennial Update Report (FBUR) process will foster relationships across entities and economic sectors, by establishing linkages between environment and other sectors.


Responsibilities


   - Prepares a detailed work-plan for GHG inventory exercise on the basis of the overall project work plan
   - Establishes the team of experts for data collection in Republic of Srpska (RS)
   - Develops the scope of work and respective terms of reference for the team members
   - Identify training needs in GHG inventory and assist PM in organization of relevant training and workshops
   - Together with GHG Inventory Team Leader, review and update QA/QC plan
   - Leads the data collection process in RS, including surveys
   - Review existing sources of emissions in RS and together with a GHG inventory Team Leader establish a measurement system for all new
     sources
   - Collect activity data for RS necessary for GHG inventory in identified areas
   - Review existing emission factors
   - Incorporate new data in the GHG inventory 2010-2011
   - Together with GHG inventory Team Leader, publish inventory for BiH using NAI software
   - Provides input to GHG inventory chapter with supporting technical documentation
   - Archives new data and estimates of new inventory
   - Ensure the timely and effective management of the activities as scheduled

Requirements

   - Degree in natural/engineering sciences
   - Minimum 5  years of experience in GHG inventory development
   - Knowledge of the environmental issues in BiH
   - Good understanding of climate change and sustainable development issues
   - Knowledge and understanding of the UNFCCC and its relevance in BIH context
   - Knowledge of IPCC
   - Previous experience in national communications is an asset
