Background                                                                     Max. Grant amount: EUR 250.000

These Guidelines are intended to be used by those applying for grants under the 1st Call for Proposals for the Cross-Border Cooperation Programme between Republic of Macedonia and Kosovo, 2010-2013 of the Instrument of Pre-accession Assistance (IPA), (hereinafter ‘the Programme’) will provide strategic guidance to implementation of assistance under IPA Component II “Cross Border Cooperation”. It is designed following the principles underlined in the Commission Regulation (EC) No 718/2007, as amended by Regulation (EU) No 80/2010 (hereinafter referred to as the 'IPA Implementing Regulation'), implementing Council Regulation (EC) No 1085/2006 establishing an Instrument for Pre–accession Assistance. The implementation of this cross-border programme between Republic of Macedonia and Kosovo will be supported by IPA financial allocations for 2010, 2011 and 2012 (Financing Decisions no. IPA/ 2010/022-538; IPA/2011/022-540; and IPA/2012/023-656).

  - Measure 1.1 Sustainable economic, social and environmental development
  - Measure 1.2 Social cohesion and people-to-people initiatives

Size of grants

Any grant awarded under this programme must fall between the following minimum and maximum amounts:
  - minimum amount: EUR 80.000
  - maximum amount: EUR 250.000

Eligibility of applicants

In order to be eligible for a grant, applicants must:
  - be legal persons (individuals are note eligible, nor are informal alliances or initiatives without legal status) registered at least two (2) years
    before the call is launched
  - belong to one of the following categories: local government authorities; regional development centres and agencies, (responsible at
    regional or municipal level, in Kosovo Regional Development Agencies are not eligible to apply), ( for e.g. natural park administrations,
    forestry directorates,cultural institutions); local labour offices; civil society organisations; professional associations; chambers of
    commerce; public agencies or organisations; public enterprises (note that for this Grant scheme private companies are not eligible; SMEs
    may benefit indirectly from this Call for Proposals through the Chambers of Commerce); universities, schools, educational and research
    institutions
  - be non-profit making for the purpose of this Call for Proposals
  - be nationals of Republic of Macedonia, Kosovo, a Member State of the European Union, other IPA beneficiary country, a country that is a
    beneficiary of the European Neighbourhood and Partnership Instrument (ENPI), or a Member State of the European Economic Area, with
    the exception of the international (inter-governmental) organisations
  - the lead applicant be registered or accredited in Republic of Macedonia when applying for the allocation assigned to Republic of
    Macedonia and be registered or accredited in Kosovo when applying for the allocation assigned to Kosovo; the lead applicant must also
    have been operational for at least two (2) years before the deadline for submission of this Call for Proposals
