Background
The overall objective of LOD is to contribute to the democratic stabilization, conciliation, and further development of Bosnia and Herzegovina through support to select municipalities in establishing improved local authority/civil society relations and facilitating financing mechanisms for improved service delivery. Premised on the larger objective, the purpose of the project will focus on institutionalizing the principles of relationship between local authorities and civil society organizations and raising awareness on the significance of such principles, strengthening the capacity of different stakeholders to better engage in this relationship and, establishing a transparent and consistent municipal funding mechanism to support implementation of priority projects and ensure service delivery activities by civil society organizations. Capacity building of the local stakeholders is of crucial importance to the entire Public Administration Reform process in BiH.
Responsibilities
Inception meetings and analysis:
- Preparation of an inception report in a form of a work plan with implementation schedule
- Analysis of the current documents and projects related to the activities on strengthening civil society sector in Bosnia and Herzegovina
LOD III Project Team will produce necessary documentation, developed and designed during the implementation of the project, however, it
is expected the consultant to conduct thorough research of other available documents
Revision and update of the existing Manual:
- Comparative analysis of the existing Manual considering the changes in the working environment of civil sector from 2006 up to date
Although all parts of the existing Manual are subject of revision and update, the Consultant should pay specific attention to the parts of
the Manual related to the potential legislative environment for CSOs in Bosnia and Herzegovina (both entities) and financing mechanisms
- Introduction of new components to the existing Manual, such as CSO access to EU funds and UNDP recommendations for introduction of
transparent financing mechanisms of CSO projects
- The Consultant shall present at least five relevant sources, from both government and non-government sectors, consulted during the
process of revision
Presentation of findings and incorporation into the Manual:
- Organizing presentation for the UNDP project and programme management on revised parts of the existing Manual
- Incorporating updates into new Manual
- Coordinating with the LOD project team and DTP operator on the graphic design of the new document
- The final document will be produced in B/S/C languages
Requirements
- A university degree in law, public policy, public administration or related social science field. Master degree is not required but might be
considered as an asset
- At least 7 years of relevant and proven professional experience in CSO or public administration environment. Experience in policy writing
and publishing required; at least one published paper, manual or written report (please attach to the application)
- Fluency in written and spoken BiH language
