Eligibility

Only applications from a group of at least two think tanks, preferably with partners from both countries that were EU members already in 2004 and those from member states that joined subsequently are eligible. The joint application must be supported by a partnership memorandum, agreement, or supporting letter signed by the official signatory of the respective organizations. The grant contract will be concluded with the one leading organization of the consortium/group.

To Apply

Prior to sending a full proposal, applicants shall submit a brief concept paper of no more than 3 pages plus any applicable appendices in a single editable document.

The Think Tank Fund will use this concept paper to determine whether the project meets our current funding priorities. The concept paper should include brief paragraphs on the following sections (you can use these as section headings):

     - What is the issue/problem?
     - What has been done about it already?
     - What do you propose to do about the issue(s)/problem(s) and how do you intend to do it?
     - Who are the applicant organizations?
     - Proposed budget and timeframe
     - Appendix

Decision-Making Process

Concept papers are assessed on a rolling basis; however it may take a few weeks to respond.

The Think Tank Fund strives to be a competent, hands-on donor; therefore, if small changes or improvements to the proposal could provide a better fit with Think Tank Fund's funding priorities or a higher impact of support on the work of the applicant, suggestions may be communicated by the Think Tank Fund staff to the applicant prior to the submission of a full proposal. The applicant may or may not decide to accept these comments. The full proposal will be evaluated by the Think Tank Fund Sub-board which makes the final decisions on awarding support.

The process will take between one to four months. While there are no deadlines for the submission of concept papers or full proposals, we encourage applicants to submit the concept note well ahead of any planned activities in order to allow for sufficient time before beginning any proposed action.
