Description


Under the authority of the Head of the Learning and Development Unit, the seconded official will provide specialist professional services in organisational development, particularly in the field of HR development programmes, in compliance with priorities and relevant policies, guidelines, values and regulations applicable to the Council of Europe.


Responsibilities

   - assists in defining, specifies, and supervises the implementation of several development programmes, aimed at specific categories of staff
   - implements the evaluation of specific internal training courses and makes recommendations for improvements, including on-going
     evaluation methods
   - assists the Head of the Learning and Development Solutions Unit, in the identification of specific and team training requirements across
     the Organisation
   - supports the design and implementation of distance-learning courses and other development initiatives
   - contributes to the dissemination of information and communication on relevant issues throughout the Organisation
   - drafts strategic documents such as policy papers, action plans and reports


Requirements


   - full university degree, preferably in management, administration or human resources
   - at least 6 years’ experience in the human resources development field
   - proven practical experience in the implementation of HR development programmes in public and private sector organisations, in an
     international and/or multi-cultural context
   - understands the potential impact and limitations of training and other development initiatives on an organisation
   - understands practices and tools of different HR fields
   - planning and work organisation
   - analytical and problem-solving skills; conceptual thinking
   - very good knowledge of one of the official languages (English or French) and good knowledge of the other
