TAC - CIVIL SOCIETY SENIOR EXPERT - SUPPORT FACILITY TO EU DELEGATION

Description

The global objective of the action is to provide strategic support and guidance to EUD staff in the process of developing the “EU country roadmaps for engagement with civil society organisations“, on the basis of the work already initiated with the Concept Notes for the CSO-LA programme. As EUDs are expected to build the roadmaps as much as possible on their current knowledge and work practice, the process should not require a heavy initial investment.


Requirements

   - Senior expert, with university degree in social sciences, economics, or other relevant field (Phd is an asset).
   - Minimum of 10 year’s professional experience in development cooperation / international relations, including at least 5 years of field experience.
   - Excellent understanding of the CSOs arena and the wider socio-economic context in which they operate; sound understanding of external aid policies and programmes (of EC and/or other donors) regarding Civil Society, combining conceptual knowledge and operational realities.
   - Excellent knowledge of the EU programming cycle and of PCM, knowledge of EU funding instruments (geographic and thematic) and aid modalities.
   - Proven experience of project coordination and the management of a team.
   - Experience in policy analysis and in conceptualizing and operationalizing policy documents; experience in assessing policy dialogue will be an asset.
   - Experience in designing and conducting studies and analysis related to democratic/economic governance and/or Civil Society and in drafting related terms of references; experience in conducting “Civil Society mappings” will be an asset.
   - Experience in organising consultation sessions with different stakeholders and in facilitating multi-stakeholder dialogue.
   - Experience in promoting participation of CSOs in domestic policy making and international processes, in engaging Civil Society in governance mechanisms, and/or in local economic growth.
   - Experience in capacity development of CSOs in the framework of governance processes and inclusive growth.
   - Experience in organising information sessions and developing communication material and pedagogical tools for different types of audiences.
