Description

Under the authority of the Director of Human rights and Antidiscrimination and the Head of Department of National Minorities and Antidiscrimination, and the supervision of the Head of the Secretariat of the European Charter for Regional or Minority Languages, the seconded official will assist the Committee of Experts of the European Charter for Regional or Minority Languages and monitor the implementation of the Charter.


Responsibilities

   - provide secretariat services in the planning, implementation and assessment of activities, in collaboration with other members of the staff
     concerned and in accordance with
     guidelines, priorities and deadlines
   - examine national periodical reports: legal analysis work
   - prepare and manage the on-the-spot visits of the Committee of Experts to the States Parties
   - prepare reports and working documents of the Committee of Experts
   - prepare meetings of the Committee of Experts’ working groups
   - organise Conferences and Seminars on the Charter with a view to (i) promoting the treaty and (ii) assisting States to ratify and implement
     the Charter
   - draft notes, letters and other documents


Requirements

   - awareness of the international political, economic, social, and cultural context in the countries concerned; organisational awarenes
   - Professional expertise: relevant university degree; good knowledge of Council of Europe Convention mechanisms; familiarity with policy
     relating to minorities and to their
     languages, and in particular concerning the European Charter for Regional or Minority Languages; experience in policy analysis
   - ICT skills: can use current ICT tools
   - Information-seeking, analytical thinking and problem-solving skills
   - Excellent command of both written and spoken English; knowledge of French
