Human Dynamics is a leading European provider of consulting services for the public sector with more than 120 projects implemented in 30 countries worldwide. Currently, Human Dynamics and its 300 experts and consultants advise more than 40 ministries and public/government agencies worldwide. The overall objective of the project is to ensure high efficiency and effectiveness of the Montenegrin public administration in making and implementing administrative decisions and managing public and EU funds. The purpose is the following: strengthened regulatory and operational framework for administrative actions and management of public and EU funds and all horizontal functions for IPA Components I-V.
Responsibilities
- Smooth functioning of the financial management and control systems for IPA Components I - IV under decentralised management mode
- Strengthened managerial accountability throughout the public administration at local and central level
- Implementation of the new Law on general administrative procedure and improved quality of administrative procedures
Requirements
- University degree (where a degree has been awarded on completion of four years study in a University or equivalent institution) or 15 years of general experience
- Excellent communication and interpersonal skills
- Excellent spoken and written English
- At least 7 years, but preferably 10 years or more, of professional experience with the management of EU or public funds
- Relevant experience in management of people or projects/programmes or processes
- Minimum 5 years of experience in establishing, or building the capacity of, managing or monitoring or auditing of financial management and control systems for management of pre-accession or Structural or Cohesion funds
- At least 2 years of experience in providing consulting services to national administration, preferably in the field of management of EU funds
- Professional experience in management of EU funds in decentralised pre-accession context will be an asset
- Previous experience in working with or providing consultancy services to NAO/National Fund, CFCU or a competent national EU assistance coordinating body in the context of decentralised management of EU funds will be an asset
