Requirements
- University education in a field related to security and safety matters or evidence of specialised training or proven experience in law enforcement, security and safety matters in a civilian or military environment
- Ability to identify and analyse emerging security problems and propose solutions
- Proven managerial experience
- Thorough understanding of security policies and practices
- Previous experience with state or border police or armed forces
- Proven external liaison experience
- Experience in managing projects, ideally in demilitarization or security sector capacity-building
- Professional fluency of the English language as well as the ability to communicate clearly and concisely
Responsibilities
- Overall responsibility for and management of the Security Co-operation Department, for its policy and strategy development, planning, reporting and budgeting
- Advising the Head of Presence in the effective advocacy of the department's goals and accomplishments and liaising with other key personnel in the Presence, the Secretariat and OSCE institutions
- Maintaining the Presence's Security Plan including continuous assessment and revision as required, and acting as a member of the Presence's security management team
- Developing and maintaining active contacts between the Department and national and international partners involved in security matters; overseeing or providing liaison with the Ministries of Defence and Interior
