Requirements

   - Police administrative courses on human resources management and general police manageme
   - Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level
     relevant to the actual post
   - At least 3 years experience with a national or international organisation on police reform issues including human resources management
     and development systems
   - Working experience at mid-management level within national institutions and/or international organizations
   - Experience in project management, planning and evaluation
   - Demonstrated analytical skills as well as maturity of judgement
   - Knowledge of communication techniques and integration of system communication
   - Knowledge of international policing standards and human rights conventions associated with anti organised crime, terrorism, human
     trafficking and other cross border crimes
   - Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds,
     different gender, and diverse political views, while maintaining impartiality and objectivity
   - Ability to operate windows applications, including word processing and e-mail


Responsibilities

   - Acts as focal point on police reform issues including human resources management, effective law implementation, border
     security/management and fight against organized crime with national and international authorities
   - Provides advice and technical assistance to the host country's Ministry of Internal Affairs on police reform issues within the Mission's
     mandate, Performance-Based Programme Budget (PBPB) and other official agreements
   - Provides advice and guidance to the Chief of the PDU on strategies related to police reform and other police related activities
   - Prepares, implements and evaluates activities in line with Performance-Based Programme Budget (PBPB), Mission's mandate and other
     official agreements with host country
   - Carries out continuous assessments and analytical reports within the respective field of work, informing the Chief of PDU in a timely
     manner
   - Monitors the border security and management situation in the host country on police related issues considering organised crime issues
     and the co-operation with neighbour states and within the framework of the Mission's mandate
   - Supervises two national and two international mission members, ensuring effective workflow in compliance with the OSCE Staff
     Regulations and Rules and other Mission Instructions
   - Supports the overall implementation of the Mission and Department¿s activities
   - Ensures proper coordination of activities with other international stakeholders, responsible for police reform, border management and
     fight against organized crime issues in order to complement efforts and increase cost effectives
   - Performs other related work duties as required
