Specific objectives:


The specific objectives are to assist DG REGIO and the EU Delegation in Zagreb in
1. the appraisal of project applications which are supposed to be submitted by Croatia to Brussels for Co-financing from IPA fund or Structure fund. The objective for the appraisal is that the project design is technically appropriate, justifiable, feasible and sustainable,
2. the assessment of the tender dossiers on the respective works and supplies. The objective for tender assessment is that tender documentation will provide the correct information to all bidders and enable successful execution of the project following the tendering procedure,
3. the tendering procedure, when tenderers request clarification (Question and Answers),
4. the implementation of the works and supply contracts. The objective is that the projects are implemented on time and in accordance with respective contracts. DG REGIO and the EU Delegation may request additional assistance from the Consultant.

Requirement A:

  -Masters Degree academic level in a subject relevant to the field concerned (e.g. Electrical Engineering) or, in its absence, equivalent
   professional experience of 3 years in addition to the 3 years mentioned below. This qualification is considered as absolutely required.

Requirement B:

  -At least 3 years of relevant professional experience in designing, implementation and supervision of water and wastewater projects, and
   related electrical equipment. This experience is considered as absolutely required.

Requirement C:

  -Experience in the preparation / review of works tenders integrated in PRAG procedures and FIDIC contract conditions and Technical
   Specifications for supplies integrated in PRAG procedures. This experience will be considered as an advantage.
