Background
The EU commitment to health in its development policy is outlined in the “EU Role in Global Health” Communication (2010) that defines areas of support, such as better sector governance, universal coverage by quality health services, increased policy coherence across sectors influencing health, and knowledge generation for evidence-based decisions. The EU strategy to reducing poverty is outlined in the Agenda for Change (2011); it acknowledges health as an important determinant of economic growth and development, as it is one of the sectors, together with education and social protection that "build the foundations for growth and help ensure that it is inclusive".

Size of grants

Any grant (EU contribution) requested under this Call for Proposals must fall between the following
minimum and maximum amounts:
minimum amount: € 1 000 000
maximum amount: € 4 000 000

Eligibility

In order to be eligible for a grant, the applicant must:
  - be legal persons
  - be non-profit-making
  - be specific types of organisations: non-governmental organisations, public or semi-public or private not-for-profit sector operators, or local
    authorities 
have at least five years of experience in the field relevant to this call for proposals and have acquired demonstrable national-
    and/or international-level recognition for this work, either under the form of
at least one publication in renowned national, regional or
    international journals, or under certification
by at least two international, regional or national organizations, institutions or authorities for
    a
specific piece of work related to policy-making or policy implementation in the health sector and in response to an identified public
    health problem in-country
  - be established in: a Member State of the European Union or, a developing country as specified by the OECD/DAC list, or an EEA Member
    State (Iceland, Liechtenstein and Norway) or an official EU candidate country (Iceland, Montenegro, Serbia, Turkey, Republic of
    Macedonia
  - be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an
    intermediary.
