EUROPEAID/135391/L/ACT/ME: IPA - STRENGTHENING THE AUDIT AUTHORITY IN MONTENEGRO

The Audit Authority was formally established in 2011 as a separate unit within the frame of the State Audit Institution (SAI). For this purpose state auditors employed by the SAI were seconded to the AA, SAI premises were allocated to the AA and support functions such as accounting&payments, procurement, etc. were handled by SAI on behalf of the AA. The initial budget needs of the AA were also covered via the SAI budget. While considered a temporary solution, the separation between SAI and AA has taken long time and is still not complete even today. The project will assist the Audit Authority in setting up of the system and methodology for the audit of EU funds in accordance with EU and international auditing standards and best practice


Objective

To ensure legality, regularity, efficiency and effectiveness of the management of the EU funds by Montenegrin authorities


Eligibility

Only Public Administrations and Mandated bodies as per Twinning Manual of European Union Member States (MS) may apply through European Union MSs’ National Contact Points.
