UNDP MACEDONIA/ CHIEF TECHNICAL ADVISOR FOR THE FIRST BIENNIAL UPDATE REPORT

Background

UNDP and the Ministry of Environment and Physical Planning (MoEPP) are implementing the project “First Biennial Update Report (FBUR)”. The main aim of the project is to assist the country in mainstreaming and integration of climate change consideration into national and sectorial development policies by providing continuity to the institutional and technical capacity strengthening process, partly initiated and sustained by the National Communications. Within the previous National Communication, GHG Inventory of emissions by sources and removals by sinks for direct and indirect GHGs for the period 1990-2009 were prepared, using the methodology described in the Revised 1996 Guidelines of the Intergovernmental Panel on Climate Change (IPCC). Within the FBUR project, a GHG inventory for 2010-2012 will be prepared and the inventory for the period 1990-2009, using new 2006 IPCC software shall be recalculated, as recommended for the developing countries.

Responsibilities

  - Strengthen the national inventory process by proposing the most appropriate adjustments in the existing Quality Assurance/Quality Control
    system that will be in accordance with the IPCC Good Practice Guidance and Uncertainty Management in national GHG inventories”
  - Propose improved data flow schemes for GHG inventory compilation (who is responsible for data collection, to whom the data should be
    submitted, who is entering data in the inventory, who is responsible for reporting etc.) o Propose improved GHG inventory outreach
    mechanisms – data flow of the results from the GHG inventory team to end users. o Propose appropriate Quality and Control procedures,
    general or source category-specific, Quality Assurance review procedures, and reporting, documentation, and archiving procedures

Requirements

  - Master degree in the thematic areas relevant to the assignment (e.g. environmental engineering, mechanical engineering, electrical
    engineering), PhD degree is a strong asset
  - Minimum 7 years of professional experience in the fields relevant for the assignment (climate change mitigation)
  - Record of participation in at least 4 projects that involve climate change mitigation
  - Relevant International experience shall be considered as asset
  - Minimum 3 assignments as a Team Leader, Chief Technical Adviser or Key Expert
  - Minimum 2 publications in areas relevant to the project (climate change mitigation, energy planning, or mitigation in any of the sectors
    listed above) are required
  - Fluency in English and Macedonian, with excellent writing skills
