Background
Public administration reform is a long-term process in which Kosovo has embarked with the aim of improving institutional functioning and for providing good services to citizens, businesses and government, and was launched in March 2007. An evaluation of PAR implementation assessed that only about 35% of the planned actions had been implemented in each field. The Action Plan was updated and approved by the Government in August 2009. To support the implementation of the Action Plan, MPA created the Department for Management of Public Administration Reform and European Integration (DMPAREI) in 2009. The 2010 assessment of the Action Plan implementation concluded that approximately 25% of activities had been completed, which led to the need to update the Public Administration Reform Strategy.
Responsibilities
- Support the Director in the implementation of the Public Administration Reform (PAR) Action Plan in line with revised priorities for 2014
- Collection of information from working and sub-working groups on PAR and drafting of reports on the implementation of activities
- Support on coordination of donor activities, including updating the information/data on sectors/areas where donors are active
- Support the organising of donor coordination meetings and events, both logistically and technically
- Support internal and external communication through implementation of the communications plan
- Work closely with other team members of the Department to facilitate knowledge transfer
Requirements
- BA in Public Administration, Economy and/or Business Management or a related field
- 5 years of relevant working experience
- Experience in working with local and international organizations, including on donor coordination activities
- Thorough understanding of the Kosovo institutions and Donor Organizations and the context in which PAR is being implemented
- Language needs: fluent in Albanian, English and/or Serbian desirable
