ME-PODGORICA: IPA — PREPARATION AND IMPLEMENTATION OF THE NATIONAL AND LOCAL WASTE MANAGEMENT PLANS 2011/S 205-332736

Contract description:                                                                                        Maximum budget: EUR 800.000

The contract will provide TA to prepare the national waste management plan and assist the municipalities in preparing and implementing local waste management plans with the aim of strengthening their capacities. It will also result in improved stakeholder interaction and enhanced municipal participation in the strategic decision-making process.

Achievement of this result will be indicated by:

     - the national waste management plan developed and the Ministry's capacities in this regard strengthened,
     - local waste management plans developed (approx. 42 training sessions), 21 local management plans developed (approx. 21
       workshops), 80 persons involved,
     - capacities of municipalities to implement local management plans strengthened and cooperation and communication between
       national and municipal authorities enhanced (approx. 40 training sessions/round tables and approx. 20 workshops), 80 persons
       involved,
     - establishment of a permanent 'waste management body' to support and coordinate WM efforts of municipalities and to coordinate
       national and municipal WM efforts.

Maximum budget: 800 000 EUR.

Eligibility:

Participation is open to all legal persons (participating either individually or in a grouping (consortium) of candidates) which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed. Participation is also open to international organisations. The participation of natural persons is governed by the specific instruments applicable to the programme under which the contract is financed.
