Background
In its second phase, the Integrated Local Development Project (ILDP) II aims to support the further consolidation of the local strategic planning system in Bosnia and Herzegovina (BiH) by enhancing its vertical integration within the higher government strategic and financial planning frameworks and supporting a critical mass of local governments to apply a harmonised approach to strategic planning and effectively manage local development processes in partnership with their communities.
Responsibilities
- Technical advice, steering, capacity development support and quality assurance in the process of integrated development planning at the
cantonal level
- Technical advice, support and quality assurance of the process of anchoring development planning and management function, processes
and systems at the cantonal level, as well as project capacities
- Support to interaction between cantons and their constituent local governments, as well as with FBiH level institutions in the process of
strategic planning and operationalisation and implementation of cantonal strategies, to enable effective vertical coordination and
partnerships
- Support to gender equality mainstreaming within the project
Requirements
- University degree in public administration, economics, law, political sciences, social sciences or related field (postgraduate degree is an
asset)
- At least 5 years of relevant work experience in the areas of public administration reform, local governance, local and regional
development, capacity development of local/cantonal governments in Bosnia and Herzegovina
- Thorough understanding of the overall political, administrative and institutional set-up of Bosnia and Herzegovina, particularly of the
cantonal level in the FBiH
- Proven record of theoretical knowledge and practical experience in the area of local and regional development, strategic planning and
management, project cycle management, design and delivery of capacity development interventions for local/sub-national governments in
BiH
- Fluency in English and in the languages of BiH peoples, with excellent drafting and presentation skills
