Background
UNDP and the Ministry of Environment and Physical Planning (MoEPP) are implementing the project “First Biennial Update Report (FBUR)”. The main aim of the project is to assist the country in mainstreaming and integration of climate change consideration into national and sectorial development policies by providing continuity to the institutional and technical capacity strengthening process, partly initiated and sustained by the National Communications.
Responsibilities
- Get acquainted with the existing scenarios developed within the Third National Communication on climate change
- Provide input for refining of the mitigation scenarios, and support the preparation of cost estimations of the refined mitigation scenarios
and the economic implications of introduction of limitations on emissions
- Develop criteria for prioritization of the proposed measures and actions from the Climate Change Mitigation Action Plan
- Propose appropriate monitoring and evaluation plan that will provide for well-timed tracking of the progress and the implementation
status
- Prepare policy paper for determination of potential national Greenhouse Gases (GHG) emissions limitation/reduction targets
Requirements
- At least Master degree in the thematic areas relevant to the assignment (e.g. technical or environmental sciences); Advanced degree is a
strong asset
- Minimum 10 years of relevant professional experience in the area relevant to climate change mitigation (particularly energy planning,
renewable energy systems, energy efficiency)
- At least 5 (five) similar assignments in nature and scope (research and/or studies taking into consideration climate change
mitigation/energy and climate policy/energy planning or modeling);
- Proven knowledge of the UNFCCC and the EU energy and climate package (participation in projects, articles, lectures, publications and
similar relevant to the topic)
- Fluent in spoken and written English
