Background

The Government of Albania has embarked on a comprehensive administrative and territorial reform ahead of the local elections scheduled for mid-2015. The relatively high number and small size of most local government units in a country with a relatively small area coupled with concerns of efficiency and quality of service provision has increasingly been considered as a serious obstacle to local governance and development. The need for territorial and administrative review and consolidation of local government units has emerged in national policy debates since 2003 and the importance of its considerations have been growing increasingly as a necessity to strengthen the efficiency of local public administration and improve its role on service provision and local development.

Responsibilities

  - To support and facilitate the MLI staff field work with special attention to properly implementation of the approved criteria for the
    administrative-territorial division within the Qarks
  - To support and facilitate the work of Regional Committees with special attention to properly implementation of the approved criteria for
    the administrative-territorial division within the Qarks
  - To collect, analyze and report to the MLI and Regional Committees of all relevant data and information required for the purpose of the
    reform implementation
  - To keep contacts and inform about reform implementation all stakeholders and LGUs representatives
  - To carry out intensive public consultations with all local stakeholders and communities through reaching the broad public in the territory,
    explaining the reform purpose and process, gathering community views and seeking consensus for the reform. The role of regional
    coordinators is critical in mobilizing support as well as ensuring bi-directional communication and feedback between central level officials
    and experts and the local authorities and affected communities

Requirements

  - University level education in a relevant subject (e.g. public administration, economics, law, development, or other relevant discipline)
  - 3-5 years of experience in dealing with local authorities, local governance, capacity building of local stakeholders, local development or
    similar
  - Good knowledge of English language
