SIPU International is currently looking for an International Key Short-Term Expert within the project: Support to the Rule of Law System in Serbia, Component II: Enforcement of Civil Claims.
 

Objective


To improve the efficiency, effectiveness and quality of court proceedings and to support the newly established system of enforcement of court decisions.


Responsibilities

   - Produce an overall assessment of the enforcement regime of civil claims in order to identify further necessary legislative, institutional and
     other related reform measures for improving the efficiency and effectiveness of enforcement of civil claims and substantially contributing
     to the reduction of backlog of pending enforcement cases
   - The new system of enforcement officers is functioning fully and efficiently


Requirements

   - A graduate and/or postgraduate degree in law or a closely related subject
   - At least 10 years of experience in the field of enforcement of civil claims and misdemeanor cases in an EU-member country, ideally in
     terms of hands-on enforcement practice
   - At least 5 years of international experience in advising transformation countries and their judiciaries in terms of enforcement reform,
     ideally in the EU-accession context
   - Related work experiences in Southeast Europe and particularly in Serbia desirable
   - Excellent legal drafting skills desirable
   - Extensive experience in designing training programs, including curriculum and material development, as well as training of trainers and
     training of enforcement officers
   - Excellent spoken and written English
   - The expert must have the necessary sociocultural skills, client and partner orientation, efficient work practices, interdisciplinary thinking
