Background

Albania experienced remarkable economic growth in the past decade. Reforms have been launched in all sectors of the economy as well as in basic services such as education, health and increasingly for social care, insurance and other protection systems. Nevertheless, government structures cannot respond adequately to the needs of marginalized and vulnerable groups due to limited financial and human resources as well as inefficient institutional capacities. Groups at particular risk (people living with HIVAIDS, drug users, prison populations, women survivors of violence and victims of trafficking) as well as children at risk, Roma and Egyptian communities and people with disabilities face multiple barriers to social inclusion.

Responsibilities

  - Guide the overall organization and execution of UNSSIA activities as specified in the UNSSIA document and joint implementation plans
  - In partnership with all participating UN organizations, coordinate the development of UNSSIA Programme implementation plan, annual
    and periodic work plans and respective budgets
  - Cooperate with government counterparts in the framework of this Project, particularly with representatives of the Ministry of Social
    Welfare and Youth and provide substantial support to work relevant structures of MSWY and the Technical Level Working Group on Social
    Inclusion
  - Organize substantive discussions on UNSSIA programme deliverables with all participating agencies with the aim of consolidating
    common approaches and methodologies in addressing different vulnerable groups in line with GoA strategic policy documents and relevant
    legislation
  - Provide technical support on vulnerable communities issues to the Government of Albania structures at central and local level as well as to
    other implementing partners

Requirements

  - Graduate degree in public project management, policy, public administration, economics, law, social sciences, humanities, or other related
    fields
  - At least 7 years of work experience in the areas of human rights, social inclusion, vulnerable groups, social statistics, public sector
    reforms or similar. At least 3 years’ experience in a project Coordinatorial position in a complex multi-stakeholder environment.
  - Excellent working knowledge of English and Albanian
