Background
The EU Stabilization and Association Process is an essential incentive for the advancement of reconciliation in the Western Balkans. The requested societal and economic reforms to be fulfilled by the candidate and potential candidate countries in the course of the European integration are crucial for the promotion of peace, reconciliation, respect of human rights, democracy and freedom of expression. The mutual understanding of the recent past is a decisive aspect of the stabilization process and one of the key pillars guaranteeing a secure and better future for the Western Balkans. Dealing with the past, focussing in particular on the period from the post Second World War to the dissolution of the former Yugoslavia, is of inestimable significance for the democratization and stability of the region. To this aim an interdisciplinary approach which encompasses history and journalism can interconnect the elaboration of the recent past to the present and forward-looking elements. History education, reporting on transitional justice and investigative journalism offer the adequate methodological tools to analyse different moments of the recent past on a time scale opened toward the future.
Objectives
The global objective of this Call for Proposals is: to enhance reconciliation and mutual understanding of the recent past in the Western Balkans and Turkey by means of transnational history education, objective reporting on transitional justice issues and qualitative investigative journalism.
The specific objectives of this Call for Proposals are:
- Research and analysis on the last 60 years of history in the Western Balkans with the view of supporting the reform of the educationsystem
by promoting historical analysis, which enables reconciliation and encourage democratic values fostering a peaceful society and the
emergence of citizens who are empowered to defend and promote such values
- Enhance transitional justice by focused reporting on the last 25 years in the Western Balkans
- Promote and improve the visibility of qualitative investigative journalism in the Western Balkans and Turkey

Lot 1: Lot II: Lot III:
- minimum amount: € 300.000 - minimum amount: € 250.000 - minimum amount € 400 000

Eligibility
In order to be eligible for a grant, the applicant must:
- be legal persons
- be a public institution or a non-profit-making private organisation
- Lot I: be a civil society/academic entity or representative network of Civil Society Organisations (CSOs) working on a theme of relevance
to this Call for Proposals
- Lot II: be a media organisation (CSOs)1 or representative network of CSOs working on a theme of relevance to this Call for Proposals
- Lot III: be a civil society/media organization (CSOs)2 or representative network of CSOs working on a theme of relevance to this Call for
Proposals
- be established in a Member State of the European Union or in a Beneficiary under the Instrument of Pre-accession Assistance (hereafter
referred to as “IPA Beneficiary”)
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an
intermediary and
- be active in, or group CSOs from, at least four of the seven IPA Beneficiaries in the Western Balkans (and Turkey for Lot III)
