Requirements

  - University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police
    corrections officer training)
  - Minimum 6 years of relevant professional experience
  - Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  - Knowledge of domestic or international human rights law
  - Professional fluency in the English language

Responsibilities

The OSCE Mission in Kosovo, through its Legal System Monitoring Section, proactively monitors the law and justice system to help ensure its compliance with applicable human rights and legal standards in Kosovo. The Mission's work focuses on monitoring, reporting and making recommendations to address identified shortcomings in both the legislative framework and the justice system. It also includes advising and training judges, prosecutors and lawyers, as well as judicial and prosecutorial bodies and executive institutions. The Mission¿s monitoring reports examine the legislative framework, judicial and prosecutorial practices, and identify human rights concerns and suggest remedial actions for observed shortcomings. The reports cover diverse areas of the law such as: legal representation; independence and impartiality of the courts; detention issues; juveniles in the justice system; victims' rights; witness protection; property transactions; family law cases and other human rights and rule of law areas. The Mission also provides comments and/or advice on legislative reform efforts. In support of this work, and under the direct supervision of the Chief of Legal System Monitoring Section, the Legal Analyst:
  - Researches and drafts reports on human rights and rule of law concerns identified by the Section regarding the legislative and/or judicial
    system in Kosovo
  - Researches and drafts thematic public reports on human rights and rule of law trends in the legislative and/or judicial system in Kosovo
  - Co-ordinates activities of the legislative and/or field legal system monitoring teams
  - Reviews and analyses daily and weekly reports produced by the legislative and/or field monitoring teams
  - Provides feedback, legal guidance, advice and mentoring to the legislative and/or field monitoring teams
