Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities. Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

Responsibilities

  - Provides policy advice and technical expertise from a multi-disciplinary perspective on a variety of border and border related security and
    management issues, particularly on matters related to the management of green (land) and blue (river) borders and cross border inter
    agency co-operation, for clearance by the Head of the BSMU, to the Director of the TNT Department, Secretary General, Chairmanship
    and delegations
  - Contributes to the development of OSCE border assistance projects and initiatives to OSCE participating States (e.g. conducting desk-and
    field-level assessments of national border management systems); contributory work will include conducting assessments, evaluations,
    research, and drafting of relevant reports and communications
  - Liaises with other relevant units within the Secretariat; Provides technical and policy advice on border security and management issues to
    OSCE field operations
  - Establishes and maintains contacts with International Organizations and NGOs; monitors and compiles an overview of their border related
    activities; identifies possible partners for OSCE assistance in matters related to border security and management
  - Prepares briefing documents, drafts and contributes to reports, presentations, assessments, evaluations, and other relevant OSCE
    documents as appropriate

Requirements

  - Graduation from an accredited Law Enforcement Institution equivalent to a university degree; or a university degree in Law, International
    Relations, Public Administration, Criminal Justice or Project Management
  - Six years of progressively responsible experience with a national or international organization or relevant non-governmental organization
    in border security and management related issues
  - Established experience in conducting research and drafting of reports, project documents, assessments and evaluations
  - Demonstrated understanding and appreciation of the complexities, specificity and other challenges inherent in border and border related
    programme activities in the fields of Democratization, Human Rights, Security, and Rule of Law
  - Excellent knowledge of English, both oral and written with strong drafting skills. Knowledge of other official OSCE languages would be an
    asset
