Description
The overall objective of the project is to strengthen and accelerate the health reform through a more responsive health system equipped with skilled health managers and professionals.
The specific objectives are as follows:
- Central government, donors and other relevant actors engage in the health system reform leading to better management and provision of
services through qualified health professionals.
- Citizens in target regions, especially the marginalized and vulnerable groups, have increased access to more decentralized, affordable,
quality primary health services. More health conscious citizens contribute through increased participation towards an accountable and
responsive health system.
The program overall will facilitate change within the given health sector reform framework. Intervening both at the national and local levels in selected regions, it seeks to achieve concrete results in focused areas while ensuring policy adjustments, follow-up, capitalisation and scale-up at the national level.
Responsibilities
He/she will act as team leader of a group of international and national LT and ST experts and will be responsible for overall program management and coordination, ensuring coherence across all project activities and achievement of planned outputs. The incumbent will represent the project towards the Project Steering Committee, the Albanian stakeholders and the Swiss Cooperation office in Albania. Furthermore, the Team Leader will
- Be responsible for development and monitoring of annual project plans, ensuring that planned outputs are robust, coherent,
comprehensive and realistic, with strong links between national and local levels.
- Ensure the quality and timely fulfilment of technical assistance inputs and reporting requirements
Requirements
- Advanced degree in Health or Health-Related field such as Public Health (MPH), Health Economics, Health Policy, Planning and/or Health
Care Management (HCM);
- to build and promote partnerships across different organisations, institutions and stakeholders; and to provide excellent leadership by
maintaining a constructive work environment;
- Ability to work independently, determine priorities, manage multiple tasks, and meet timelines while collaborating with a broad coalition
of health partners;
- Written and spoken fluency in English
- A minimum of 15 years progressively responsible professional work experience on health systems strengthening
- A minimum of 5 years in large-scale technical assistance health system reform programmes or projects in transition or developing
countries
- A minimum of 5 years international experience in the field of health service delivery, planning and/or management as team leader
- Experience with health systems strengthening initiatives;
- Experience with national health policies, strategies and plans, and/or complex reform agendas;
- Experience with establishing and/or improving health care services on the local level
