Description


The objective of the assignment is to produce a report on the “natural-born” clusters in Kosovo which would map the existing and potential industrial clusters and analyze their various relevant dimensions such as: opportunities and constraints, skills composition, technology, market access/constraints, linkages within industry or with other industries and complexity of internal and external knowledge interactions.
In addition, Kosovo’s political and social context as well as the role of support organizations namely regulatory bodies, public organizations, local agencies, financing institution, etc. should also be analyzed.


Responsibilities

   - Identify the existing and potential natural-born industrial clusters in Kosovo;
   - Draft the research method/strategy applicable to the Kosovo context ensuring involvement of all relevant stakeholders (representative
     cases to be selected);
   - Conduct in-depth interviews with representatives of selected industrial clusters and other relevant stakeholders;
   - Conduct a mapping exercise and compile a summary of the relevant documents, publications and laws and prepare an overview of the
     past and current development interventions implemented by local and international entities including lessons learned and
     recommendations for future interventions;
   - Provide an overview of best practices in enhancing the role of clusters applied in other countries;
   - Prepare the final report on natural-born industrial clusters in Kosovo including identification and recommendations for specific
     actions/policy implications to support these businesses to move into higher value-added products/activities;
   - Present the findings of the report through public discussion/workshop with relevant stakeholders.


Requirements

   - Master’s degree in Industrial Economics with extensive professional knowledge on natural-born clusters.
   - At least 5years of proven experience and expertise in providing technical support to public or private sector on the clusters and cluster
     development related matters;
   - Proven extensive knowledge and expertise in the regional and national competitiveness issues and cluster-related projects;  
   - Fluency in the English language.
