Background
                                                                Maximum amount: 200 000 EUR

Effective pluralism implies the respect for human rights, the rule of law and the possibility for political change. Civil society activities – often defined as primarily non-state, non-business and non-private activities – mirror this pluralism. They encourage citizens to organise themselves and to collaborate in their common interest. A thriving civil society contributes to a more open, participatory and consequently a more dynamic democratic society. Through its advocacy activities, civil society can help ensure that accession negotiations between the candidate country institutions and the EU are not merely technical discussions. Accession will only be successful when it is supported by citizens who understand the necessary institutional, political and economic changes.


Objective

The global objective of this Call for Proposals is to contribute to democracy, human rights and rule of law and support the EU integration process through active participation of civil society in the decision and policy making process at all levels of governance.

The specific objective of this Call for Proposals is:

   - to strengthen civil society to actively participate in the decision and policy making process at all levels of governance through constructive
     and systematic dialogue with the government.
   - Support the implementation of the "Strategy for government and civil society dialogue in Kosovo" in order to enable a systematic
     consultation of CSOs in the policy and decision-making process.


Eligibility

In order to be eligible for a grant, the applicant must:

   - be legal persons and
   - be non-profit-making and
   - be specific types of organisations such as: non-governmental organisations and
   - be established is a Member State of the European Union or in a country covered by Article 19 of IPA regulation and
   - be organisations registered in Kosovo and
   - be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as
     an intermediary


Budget

The overall indicative amount made available under this Call for Proposals is EUR 400,000.00. The Contracting Authority reserves the right not to award all available funds.


Size of grants

Any grant requested under this Call for Proposals must fall under the following amount:

   - Maximum EUR 200,000.00
