Background

Women’s access to and control over productive and economic resources is central to their  empowerment and must be expanded if gender equality is to be achieved. As a  State Party to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW)  and as part of the efforts to implement its Concluding Observations (2010) and the EU Opinion report  (2010) key priorities related to development of a national strategy and action plan on property rights as  well as taking concrete steps to reinforce the protection of women’s human rights, and to effectively  implement anti-discrimination policies, the Government of Albania is in the process of reviewing and  consolidating the property regimes. Within this process it is fundamental to ensure gender equality  commitments are taken into account. UN Women has been supporting MOLSAEO to lead and  coordinate the development of the NSGE-GBV&DV and its Action Plan (2011-2015) in which women’s  economic empowerment is one of the four 4 priorities. UN Women will conduct a mapping assessment  of women’s property rights in Albania.  Women’s property rights have been addressed in other transition countries and UN Women has  ensured that women’s rights are enhanced and access to justice improved. In Albania, it is necessary  that the legislation on property entitlement and registration is regulated and monitored. In this process  UN Women will support that gender perspective is integrated with women’s property rights are taken  into account.

Qualification requirements

     - Advanced degree in law, human rights and property rights (masters, PhD);
     - At least 10 years of experience on GE and women’s human rights issues and  international, EU and national legislation pertaining to GE;
     - Skills and demonstrated experience in analyzing legal, strategic and policy documents  from a gender perspective;
     - Familiarity with UN’s work on GE, other international donors and NGO’s in the region  and in Albania;
     - Initiative and demonstrated ability to work independently and in a results-based  approach;
     - Strong analytical, writing and communication skills in both Albanian and English.
