Background
Gender Programme IPA 2010, run by the Ministry of Human and Minority Rights-Department for Gender Equality, Delegation of European Union to Montenegro and UNDP, aims to improve the status of women as reflected in personal integrity, economic advancement and political representation. The specific objective of the project is to strengthen capacities, improve mechanisms, advance policies and improve the conditions for the implementation of the NAP for Gender Equality in following three areas: Fight against Violence in Family, Political Empowerment of Women and Economic Empowerment of Women. There is lack of support towards creating favorable conditions for women during starting businesses. The favorable conditions that are lacking refer to various aspects of i) implementation of legislation (Property Law, Law on Inheritance, Law on Local Self-Government, numerous sub-legal enactments, etc...); ii) administrative incentives and procedures; iii) societal climate towards the women‟s entrepreneurship. Moreover, the conditions are discouraging, given the time consuming and expensive procedures for starting the business. The majority of the barriers exist at local level, within municipalities, who do not have capacities to make the procedures effective and efficient. Within the IPA Gender Programme, specific financial mechanisms such as the Trust Fund for Women (TFW), which will provide support and guidance for female entrepreneurs under affordable financial arrangements, will be developed. This unique financial mechanism will enable women to take out loans under special conditions while at the same time presenting a successful financial model for the banking system, Ministry of Finance and other relevant institutions. Successful piloting of such an initiative in the long term will result in an increased number of women in business and a more gender-sensitive and flexible approach from financial institutions.
Qualification requirements
- University degree in Economics or other relevant fields;
- Minimum 5 years of working experience in the field of entrepreneurship development;
- Experience in capacity building programs and writing of manuals for entrepreneurs would be an asset.
- Excellent social and communication skills and ability to operate under pressure;
- Fluency in Montenegrin language;
- Working knowledge of English language.
