Requirements
- First level university degree or equivalent experience
- Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred
- Solid understanding of project management terms (results-based planning and the logical framework matrix) and proven experience in
project proposal writing for donor funding (experience in project implementation, monitoring and evaluation an asset)
- Strong interpersonal skills and ability to work independently, and to participate effectively in a team-based information sharing
environment
- Professional fluency in the English language, both oral and written
- Flexibility and ability to work under pressure and with limited time frames
- Ability to operate windows applications, including word processing and e-mail
- Ability and willingness to work as a team member and with people of different cultural and religious backgrounds and diverse political
views while maintaining impartiality and objectivity with tact and diplomacy in dealing with both external persons and multinational staff
Responsibilities
- Co-ordinates HDD planning processes - unified budget documents, field office and quarterly planning - through elaboration of templates,
guidelines and timelines;
- Provides expert assistance to HDD members in the development and review of project proposals on various programmatic topics,
ensuring their coherence with Departmental and Mission objectives and priorities;
- Ensures compliance of HDD project proposals and project reporting documents with the OSCE Project Management methodology through
advice and constant coaching of staff;
- Coordinates all aspects of extra-budgetary project development and quarterly reporting;
- Processes Budget Requests in co-ordination with HDD Management and ensuring compliance of these documents with project documents,
Field Office plans and HDD objectives, as well as their adherence to the detailed set of guidelines for the submission of Budget Requests;
- Develops innovative solutions for further harmonization and standardization of planning processes throughout the Department, in
particular alignment of unified budget and project cycles;
