Responsibilities
- Assists the Director in the co-ordination of departmental policy, programme and budget planning;
- Assists the Director in the implementation of departmental programmes by monitoring the overall performance of the department,
analysing strengths and weaknesses, and proposing necessary improvements;
- Ensures that activities and communication between the Department's field and headquarters' staff are co-ordinated, and advises the
Director on all activities undertaken within the Department;
- Is responsible for consistently transmitting Departmental policy to the field, addressing issues of co-operation between the Department
and OSCE Regional Centres;
- Assists the Director in determining staffing requirements and personnel issues, and works with the Administration and Budget Office to
deploy staff;
- Assists the Director in the co-ordination of Mission activities in the Headquarters and maintains close contact with other departments to
help ensure effective co-operation;
Requirements
- University education in political sciences, international relations, public policy, law, international human rights law or other human rights
related fields
- Experience working with human rights, minority or gender issues
- Demonstrable organizational, analytical, communication and interpersonal skills
- Experience in drafting reports
- Significant management and supervisory experience
- Demonstrated sound knowledge and experience working in human rights, rule of law, and/or minority community programmes
- Experience in quality control of programmes
- Experience in preparing analytical reports
