The Water Supply and Sewerage Association of Albania (SHUKALB) has received financing from the Danube Water Program (DWP) toward the cost of Developing a Framework and Business Model for a Regional Water Supply and Wastewater Training Center in the Western Balkans (Project), and intends to apply part of the proceeds for consultant services. The Project will be implemented during a period of ten months, with a level of effort of thirty days in total.
Objectives
- Develop an inventory of regional training initiatives in the water supply and wastewater sector in the Western Balkans (Albania, Kosovo,
Macedonia, Montenegro), and provide a consensus model for a Regional Training Center.
- Develop a Framework and Business Model for a Water Supply and Wastewater Regional Training Center for Western Balkans.
Responsibilities
- Develop a format of data and information collection to be used by Local Experts contracted by the Project in each of the four Western
Balkan countries during their work of documentation of national training efforts.
- Synthesize information and data received from the Local Experts into one report to provide an inventory of regional training initiatives in
the water supply and wastewater sector in the Western Balkans.
- Conduct a desktop study (Internet search) to identify possible models of regional water sector training centers that are largely financially
self-sustaining.
- Propose a regional training framework based on the data collected and a consensus with the Local Experts from the Western Balkans
national water associations.
- Develop a first draft of a Framework for a Water Supply and Wastewater Regional Training Center for Western Balkans
- Set the agenda and facilitate the three Regional Review Workshop to be conducted in Tirana, Albania with the Local Experts and staff of
the SHUKALB.
- Finalize the report on the Framework for the Regional Training Center by reflecting comments and suggestions made by the Local
Experts, who will reflect the comments of the national water association in their home country, as well as the Project Director and Project
Manager.
Requirements
- A Bachelor degree in water management, adult training, business administration or a related discipline.
- At least 10 years of experience in the water sector in different countries.
- Experience with regional capacity building and training development.
- Proven experience in providing consulting services and training.
- Excellent command, written and spoken, of English is essential.
- Working experience with water organizations would be a distinct advantage.
