Background
UNDP acts as Primary Recipient of the projects “Strengthening of DOTS Strategy and Improving National Tuberculosis Programme, Including Multidrug Resistant and Infection Control, in Bosnia and Herzegovina” and „Scaling up Universal Access for Most at Risk Populations in Bosnia and Herzegovina”. Although, this distributional health account will be mainly focusing on TB and HIV expenditures, it will provide policy relevant health expenditure information on all other diseases with high level of morbidity and mortality in Bosnia and Herzegovina.
With his/her professional experience the national consultant will assist to international NHA and DRG consultants in development of subaccounts for HIV and TB and support the process of the work of DRG international consultant and NHA international national consultant. The successful completion of the task will assist Ministry of Civil Affairs, Federal Ministry of Health, Ministry of Health and Social Welfare of Republika Srpska in further planning of activities in this area, as well as budgeting and monitoring of costs. Consultant is responsible for organization of meetings and travel within BiH.
Responsibilities
The national consultant will assist harmonization of activities with activities performed by Ministry of Civil Affairs, Federal Ministry of Health and Ministry of Health and Social Welfare of Republika Srpska. During preparation, consultant should consult representatives of Ministry of Civil Affairs, Federal Ministry of Health, Ministry of Health and Social Welfare of Republika Srpska and Health Insurance Funds and all relevant stakeholders. Close coordination and communication with TB and HIV project teams is required through the whole process.

Requirements
- Advanced degree in Health related studies, Technics, Economics, and Mathematics or in other related natural or social sciences.
- At least 5 years of experience in the field of health finance or health statistics, health management, public health;
- Proven experience in development of National Health Accounts
- Proven experience in health related topics;
- References on topics relevant for consultant's tasks would be considered as an additional asset;
- Excellent knowledge of issues related to health;
- Knowledge of national health system structure
- Proficiency in English language;
- Proficiency in B/H/S languages
