Background
Limited participation of young men and women in decision making, weak youth-oriented governance and the perception of large-scale corruption in the public sector are the main democratic governance issues to be innovatively addressed by this project. The project will take advantage of the vast popularity of modern communication mechanisms, namely web platform, social media (e.g. Facebook, YouTube, Flickr and Twitter) and mobile phone technology amongst youth in Kosovo and of the increased acknowledgement that such citizen-oriented tools can ensure more public outreach and transparency.
UNDP intends to build bridges between local government and young people by utilizing the potential of social media and web2.0 platforms, and mobile phone technologies.
At the local policy level, it will promote such communication tools to widen the outreach capacities of Pristina municipality, make them more responsive to citizen needs and increase their dialogue with young women and men. At the grassroots level, this project will support the use of web platforms to strengthen the voice and participation of young women and men in local decision-making and governance monitoring, contributing as such to more transparency and accountability.
Responsibilities
- Support Pristina municipality in conducting a situation analysis to identify key challenges faced by the municipality to be addressed
through new technology;
- Provide technical assistance to the municipality in formulating an action plan to address aspects of public service that can be improved
via web and mobile phone platforms, including identifying social media champions/municipality focal points;
- Support Pristina municipality in establishing, testing, maintaining and scaling-up innovative social media prototype solutions to tackle the
identified business problems;
- Support Pristina municipality in improving and regularly maintaining its website, allowing youth to share views and opinions, photos,
audio clips, videos and other personal experiences.
- Identify lessons learned and good practices on the use of social media for public outreach around the world, highlighting their strengths,
weaknesses and applicability to the Kosovo context;
- Organize sensitization and information sharing workshops to introduce up-to-date social media technologies and give clear incentives to
municipality staff to use social media for public outreach;
- Organize training activities and provide ad hoc consultation services to municipality staff on effectively using social media to tackle
identified business problems;
- Support in organizing outreach activities to youth through social media and SMS;
Requirements
- University degree and master degree (preferable) in social science, public administration, political science, law or a similar field;
- Minimum of 3 years of experience in a field such as community development or public administration;
- Ability to analyze and apply social innovation concepts to the local development and governance fields;
- Background in project management is desired;
- Previous experience as a volunteer at local, national or international levels is a distinct advantage.
- Experience working with Microsoft Office applications
- Experience working with internet and social media applications
- Fluency in Albanian and English is essential, both written and spoken; knowledge of Serbian is an advantage.
