UN WOMEN/ INTERNATIONAL CONSULTANT TO CONDUCT TRAINING ON GENDER RESPONSIVE BUDGETING (GRB) FOR PUBLIC SERVANTS IN THE REPUBLIC OF ALBANIA

Background


Over the past years, UN Women has provided support to national and local stakeholders in strengthening democratic governance and advancing women’s rights through initiatives aimed at designing gender responsive policy and budgetary frameworks. Since 2010 UN Women is promoting Gender Responsive Policies in South East Europe, a regional programme, thanks to the financial support of the Austrian Development Agency and Swiss Development Cooperation. The overall purpose is to contribute to implementation of gender equality commitments as enshrined in various international human rights documents including the Universal Declaration of Human Rights, CEDAW, and EU Charter of Fundamental Rights, EU Equality Directive, national laws and strategies that encourage gender equality. Through this regional programme UN Women contributes to the implementation of international and national gender equality commitments by means of integration of GRB into national and local planning and budgeting systems. Strengthening further the capacities of central and local governments to fully integrate GRB in the planning and budgeting systems, as well as non-governmental actors to hold governments accountable to gender equality commitments using GRB as a tool is in the core of interventions in Albania.


Responsibilities

   - Theoretical background and knowledge for national policy and budget analysis from gender perspective;
   - Practical tools and skills on how to carry out gender policy analyses in sectors such as social inclusion, social protection, education and
     vocational training, employment, health, agriculture, education, defence, justice, economy and trade;
   - Give specific advice and support sector specialists on how to apply GRB in their specific sector policy and budgetary programme;
   - Inclusion of gender equality objectives, products, targets and indicators in Medium-term Budgetary Programme, at least six selected
     programmes from target sectors;
   - Knowledge on gender indicators and sex-disaggregated data in different sectors as mentioned above.


Requirements

   - Advanced degree in economics, international law, development studies, and/or gender studies and/or international relations, or similar.
   - At least five years of professional experience in women’s rights, gender equality, gender responsive budgeting (GRB) and supporting
     women’s participation in planning and budget decision-making processes or economic policy development (working experience in Eastern
     Europe will be an asset);
   - Experience of implementing GRB initiative/s on national levels, (reference to relevant papers, training materials developed has to be
     provided);
   - Demonstrated experience of planning and conducting international trainings and workshops in gender responsive budgeting for multiple
     governmental and civil society stakeholders (list of trainings, consultations facilitated);
   - Demonstrated experience of cooperating with different government, civil society and other external agencies for supporting GRB
     implementation on country or regional levels (working experience in Eastern Europe or will be an asset);
   - Experience on report writing;
   - Experiences with Adult learning cycle and participatory methods in trainings;
   - Extensive experience in designing and delivering training with different audiences, including evaluation of capacity change achieved.
   - Fluency in English (spoken and written).
