Background
UNDP acts as Primary Recipient of the projects “Strengthening of DOTS Strategy and Improving National Tuberculosis Programme, Including Multidrug Resistant and Infection Control, in Bosnia and Herzegovina” and „Scaling up Universal Access for Most at Risk Populations in Bosnia and Herzegovina”. Although, this distributional health account will be mainly focusing on TB and HIV expenditures, it will provide policy relevant health expenditure information on all other diseases with high level of morbidity and mortality in Bosnia and Herzegovina.
Implementation of this activity will support BiH to report on the most accurate data on total BiH contribution related to financing of implementation of HIV Strategy and TB programmes
With his/her professional experience the consultant will develop subaccounts for HIV and TB and lead the process with support of DRG international consultant and NHA national consultant. The successful completion of the task will assist Ministry of Civil Affairs, Federal Ministry of Health, Ministry of Health and Social Welfare of Republika Srpska in further planning of activities in this area, as well as budgeting and monitoring of costs. Consultant is responsible for organization of meetings and travel within BiH.
Responsibilities
- Support successful organization of initial activities related to development of NHA subaccounts for TB and HIV
- Support development of NHA sub accounts for TB and HIV
- Support development of reports
Requirements
- Advanced degree in Health related studies or Economics, Mathematics or in other related natural or social sciences.
- Relevant postgraduate degree in health statistics, health management, public health;
- Minimum 3 years of experience in the field of health finance or health statistics, health management, public health with focus on DRG;
- Proven experience in development of National Health Accounts;
- Proven experience in health related topics;
- References and publications on topics relevant for consultant's tasks would be considered as an additional asset;
- Excellent knowledge of issues related to health;
- Knowledge of national health system structure.
- Proficiency in English language;
- Knowledge of Local language will be considered as advantage.
