EIDHR was adopted by the European Parliament and the Council in December 2006. The entry into force of this specific instrument on 1 January 2007, makes possible to give financial support for activities to strengthen democracy and human rights in the world under the 2007-2013 financial perspective.

The general objectives of EIDHR instrument are to contribute to the development and consolidation of democracy and rule of law, and respect for all human rights and fundamental freedoms within the framework of the EU's policy on development cooperation, and economic, financial and technical cooperation with third countries, consistent with the European Union's foreign policy as a whole.


Objectives

The global objective of this Call for Proposals is to support actions which strengthen the role of Armenian civil society in promoting human rights and democratic reform, in the pursuit of common agendas for human rights and democratic reform, building towards consensus on disputed or controversial areas of policy, enhancing political representation and participation, enhancing the inclusiveness, and pluralism of civil society.

The specific objectives of this Call for Proposals are:

   - promoting non-discrimination and equality, including gender equality, and equality for persons belonging to minorities and other
     vulnerable groups including persons with disabilities
   - support to promotion of the rights of the child
   - support to freedom of expression, freedom of peaceful assembly, freedom of movement and freedom of religion or beliefs
   - support for the structure and operation of trade unions, enabling social dialogue between different groups, developing mechanisms for
     exchange of opinions and democratic dialogue
   - protection of the social, economic and cultural rights of groups particularly vulnerable to discrimination
   - freedom of the media, media pluralism, investigative journalism, specialization of media actors in specific fields


Eligibility

In order to be eligible for a grant, the applicant must:

   - be legal person;
   - be non-profit-making
   - be specific type of CSO;
   - be established in Armenia or a Member State of EU or of the EEA, or an eligible beneficiary under the instrument for Pre-Accession

     Assistance. This obligation does not apply to international organisations
   - operate in partnership with at least one local partner


Budget

The overall indicative amount under this Call for Proposals is 1,663,420 EUR


Size of Grants

   - minimum amount: 150 000 EUR
   - maximum amount: 400 000 EUR
