Responsibilities
- Carries out needs assessment programmes to ascertain Armed Forces, State Police, and Fire and Rescue Service and other security sector
assistance requirements and then assists in designing and implementing sustainable development strategies in line with international
standards;
- Sets priorities for, and develops with others, policy guidelines for all Presence related Security Sector assistance activities;
- Provides reports on relevant security sector development matters to the Head of the Department;
- Co-ordinates with other Departments in the OSCE Presence in Albania to ensure coherent cross-dimension project development and
activity;
- Liaises with other Missions and other relevant partners on security sector issues as required;
- Develops contacts with senior representatives from the Ministries of Defence and Interior Affairs, State Police, Fire and Rescue Service;
international police missions and the wider international community and NGOs in order to co-ordinate security sector, police and public
safety assistance programmes;
- Develops, carries out or assists the implementation and monitoring of other training projects/initiatives that respond to identified needs
from the OSCE, national and international partners, within the frame of the Presence's mandate and its available resources;
Requirements
- University education in a field related to security and safety matters or evidence of specialised training or proven experience in law
enforcement, security and safety matters in a civilian or military environment
- Ability to identify and analyse emerging security problems and propose solutions
- Proven project management experience, including planning and strategic development, budgeting and evaluation of effectiveness
techniques, audit and review
- Extensive experience in the areas of education/training development, policy implementation and capacity building
- Experience in liaising with specialized local and international agencies and bilateral donors
- Excellent drafting and analytical skills
- Professional fluency in the English language, both oral and written
