Contract description

The purpose of this project is twofold.
First, the project aims at broadening and improving the support offered to rural stakeholders through the introduction of new IPARD measures to be implemented during IPARD II. It is expected that the project will support the IPARD Managing Authority in the preparation for national accreditation of the following new IPARD measures: LEADER and "Advisory Services". Also, the project will contribute to strengthen the capacity of the staff of the IPARD Managing Authority and the IPARD Agency for the future efficient implementation of these new measures. Related to the preparation of the introduction of the IPARD measure "Advisory Services", the project will contribute to improve the quality of the provision of advisory services to farmers and micro and small enterprises in the country.
Secondly, the project aims at increasing the participation and role of rural stakeholders in agriculture and rural development policy design and implementation. For this purpose, it is expected from the project to support the establishment and further operations of the National Rural Network, taking into account EU member states best practices and beneficiary country needs and capacities.

  - Maximum budget: EUR 948,750

Eligibility

Participation is open to all legal persons participating either individually or in a grouping (consortium) of tenderers which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed (see item 29 below). All goods supplied under this contract must originate in one or more of these countries. Participation is also open to international organisations. Participation of natural persons is directly governed by the specific instruments applicable to the programme under which the contract is financed.
