Background


According to the provisions of the Law on Civil Service (Law No.03/L –149, LCS) and the Law on the Salaries of Civil Service (Law No. 03/L-147, LSCS) Kosovo’s administration has just over 20.000 civil servants.

The LSC sets the rules for the overall management and organization of a politically neutral and impartial Civil Service, the rules on the admission to the Civil Service, working conditions, the rights and obligations of staff, personal conduct, career progression and professional development of Civil Servants. The LSC identifies the Ministry of Public Administration (MPA) as responsible, amongst other, for the development, coordination, supervision and implementation of training, education and capacity building policies in the Civil Service of Kosovo. The Kosovo Institute of Public Administration (KIPA) is responsible for the implementation of training and education policies and strategies and capacity building in the Civil Service.


Objectives

Support to the drafting of the “Civil Service Training Strategy” through interviewing and data collection


Responsibilities

   - Co-operation with team leader and analyst in forming structured questionnaires for interviews
   - Conducting “in person” structured interviews
   - Conducting “telephone/internet” structured interviews
   - Collecting data;
   - Input of data for analysis;
   - Report writing


Requirements

   - BA on Social Science or a related field;
   - 3-5 years of experience in data collection and social research activities;
   - Have strong communication skills; previously interviewing or public contact experience preferred;
   - Stress tolerance and positive coping strategies;
   - Experience in liaison , reporting and representation
   - Basic computer skills
   - Fluency in spoken and written English language; Albanian and/or Serbian would be an asset.
