Background
According to the provisions of the Law on Civil Service (Law No.03/L –149, LCS) and the Law on the Salaries of Civil Service (Law No. 03/L-147, LSCS) Kosovo’s administration has just over 20.000 civil servants.
The LSC sets the rules for the overall management and organization of a politically neutral and impartial Civil Service, the rules on the admission to the Civil Service, working conditions, the rights and obligations of staff, personal conduct, career progression and professional development of Civil Servants. The LSC identifies the Ministry of Public Administration (MPA) as responsible, amongst other, for the development, coordination, supervision and implementation of training, education and capacity building policies in the Civil Service of Kosovo. The Kosovo Institute of Public Administration (KIPA) is responsible for the implementation of training and education policies and strategies and capacity building in the Civil Service.
Objectives
Support to the drafting of the “Civil Service Training Strategy” through interviewing and data collection
Responsibilities
- Support the Team Leader to draft the structured questionnaires for “in-person” and “telephone/internet” interviews;
- Support the Team Leader in sampling of civil service population;
- Applying appropriate statistical principles, identify, analyze, and interpret trends or patterns in complex datasets;
- Explore and apply new data visualization techniques to increase insight and visibility of trends and associated policy-related opportunities,
challenges, and priorities;
- Prepare methodology for data analysis;
- Using of statistics knowledge with appropriate statistic programs;
- Conducting data analysis for drafting the strategy;
- Preparing assessment of data;
- Preparing draft strategy
Requirements
- MA on Social Sciences, Statistics, or a related field;
- 3-5 years of experience in analytical and practical work in data management and data analysis as well as in social research activities;
- Demonstrate ability to analyze and interpret complex data and draw forward-looking conclusions and recommendations;
- Working experience in building relations and communication with parties, interest group and local and international institutions;
- Sound knowledge on Kosovo and European legislation and the work of international organizations which support the improvement of the
management and governance;
- Computer literacy e.g. MS Office
- Excellent knowledge of Statistical Software, packages, e.g. SPSS, SAS, Stata
- Fluency in spoken and written English language; Albanian and/or Serbian would be an asset.
