Background
UNDP within HIV projects is seeking to recruit a Consultant for development of a costed advocacy HIV program strategy.
Given the limited amount of time left for grant implementation, it is of outmost importance to initiate a country wide dialogue immediately on sustainability and ownership of the Programme at the state(s) level through developing holistic advocacy approach as an effective platform(s) for such dialogue .
This will require developing a set of contextualized options for promoting the programme interventions with a broad set of government and non-government stakeholders, and facilitating the decision-making process.
Objectives
The Advocacy Strategy with an accompanying Costed workplan will outline and identify high level priorities to further develop capacity for HIV prevention activities and to put in place the systems and procedures with the necessary skills and resources to enable the relevant government and civil society organizations (which will vary depending on activity) to fully manage and resource the national prevention programs for HIV after GF funding comes to an end.
Responsibilities
- Review of the current situation related to policy environment, with focus on MARP (most-at risk populations) for:
- Harm reduction services
- PWID and MSM related issues in prisons
- Activities aimed at HIV prevention services for sex workers
- Activities aimed at HIV prevention services for men who have sex with men
- Activities aimed at decreasing stigma and discrimination towards MARP and PLHIV ( people living with HIV)
- Identification of the relevant policies and regulatory framework and key stakeholders at local, entity and state level
- Presentation of the analysis on consultation meeting with HIV project stakeholders
- Consultations with CSO representatives to incorporate their voices into advocacy messages
- Consultation with civil society and UNDP for finalizing advocacy agenda and messages
- Propose an overall advocacy strategy and detailed implementation plan ending November 2015
- Development of the Work Plan with detail budget
Requirements
- Degree in Law, Human rights, development studies or social sciences.
- Proven experience in development of strategic papers and advocacy activities
- Proven experience in issues related to most at risk populations;
- Proven analytical skills;
- Proven experience in project proposal writing and budgeting
- References and publications on topics relevant for consultant's tasks would be considered as an additional asset;
- Excellent knowledge of issues related CSO networking;
- Knowledge of national legal and policy framework
- Proficiency in English language;
- Knowledge of Local language will be considered as advantage.
